How can I raise my credit score?
I just found out my credit score is about 650. I just need a few questions answered…
1. What is the ideal % of debt to pay off in X amount of time? What I am asking is what is the best rate to which you pay your debt off? Say I have a $1,000 debt. Should I pay it off at $200/month for 5 months?
2. What is the ideal debt to credit ratio?
3. What are some tips to raise my score?

The only way to raise your score is pay your bills on time. Also I would say 10% debt to income ratio is what you need to have. I actually read that on the fico website.
Just make sure you dispute any inaccuracies on your credit. I did that for something that was wrong on mine and it went up 30 points. That wrong stuff can hurt you.
Good luck
